It seems fairly obvious that there is a keen

dispute existing in regard to the Chungshan Free Fort,

and the Commissioner of Customs at Canton, Mr. Braud,

told me that he thought that it might be settled by

cutting down the present large area of the free port

to a small area of not more than 7 square miles.
